Robert V. Head is the editor of INFORM, the journal of information and image management. He previously served as editor of Government Imaging, a national monthly newspaper serving government users of information technology, which he cofounded in 1992.
He has also been a contributing editor of Datamation and Government Data Systems magazines and the Journal of Systems Management and the senior contributing editor of Government Computer News. He is the author of seven books and more than 200 papers in the field of information systems technology and management.
Other recent writing and editing assignments have included: preparation of FEDINFO Agency Overviews of the information technology activities of the top 20 Federal agencies; authorship of a Marketing Primer to orient those selling information technology to the federal government; authorship of "Headlines and Footnotes," a regularly-appearing column for Government Computer News; preparation of a "model" request for proposals for the General Services Administration; authorship of Federal Information Technology 1990 for FEDINFO; research and preparation of client reports in data base and workstation technology; and proposal strategy and writing for government information technology contractors.
Mr. Head was a member of the federal Senior Executive Service until June, 1985, his last assignment being deputy director of the Office of Information Resources Management of the U.S. Department of Agriculture. During 1980-1981 he conducted research in information systems planning as a federal executive fellow at the Brookings Institution. He previously held several key positions as a computer manager at USDA.
Before entering government service in 1971, Mr. Head served as manager of management information technology at Computer Sciences Corporation and as vice president in charge of systems planning for Security Pacific Bank. He was with IBM from 1959 to 1963, first as a senior systems engineer on the American Airlines SABRE System and later on the staff of the IBM Systems Research Institute. Earlier, he worked as a project manager and programmer for General Electric and Unisys.
He holds the Certificate in Data Processing, has twice been a national lecturer of the Association for Computing Machinery and is a founder and past president of the Society for Information Management. He has been the recipient of the highest awards of major federal professional groups, including the Interagency Senior Management/ Executive Excellence Award in 1981 and the IRAC Systems Professional of the Year Award in 1984. In 1990, he was inducted into the Information Resources Management Hall of Fame.
Mr. Head received a B.A. degree in government from the George Washington University where he was elected to Phi Beta Kappa. He is also a graduate of GE's Professional Business Management Course, the IBM Systems Research Institute and the Federal Executive Institute.
