Description: The ideal of equal sacrifice in maintaining our governmental institutions has eroded.
Symptoms: Taxation is becoming increasingly regressive, with a growing share of the tax burden shifting to lower income groups. Increasingly, members of the all- volunteer armed services tend to be recruited from the less-educated or minority groups of our society. Expenditures for education and social welfare are cut, instead of providing for needed increases.
Causes: Political pandering to narrow, short-sighted pocket book issues and concerns.

Resources: Religious organizations; social movement groups concerned with the problem.
Goal: Provide for policies and programs that distribute equitably the burdens and sacrifices required by society and the economy.

Program-remedy: 1. Reinstate a more progressive system of taxation
2. Set up a National Youth Service Corps
3. Set up (or strengthen existing) other government voluntary service organizations.
Program-prevent: 1. Renewed emphasis on teaching moral values and civic obligations in our schools
2. Encourage organized religious groups to stress social concerns.
Cost of program: -
Beneficiaries: Underprivileged members of society.
